Drawing on collaborative work with the University of Liverpool and Northumbria Police Force, this Agile Evidence Review provides an overview of methods for evaluating organisational culture in policing organisations, outlining the benefits and limitations of different approaches. Drawing on systematic database searching, the review discusses the different manifestations of culture in policing organisations, followed by an assessment of quantitative, qualitative and mixed methods. It concludes by evaluating their usefulness for tracking cultural change and introduces organisational climate as a more practical alternative for understanding behaviour within police organisations.

Naomi Davis-Crane (Liverpool John Moores University) presented key findings and recommendations from a new review into measuring police culture – the methods available, their limitations and benefits, and whether they can be used to inform ‘culture change’. Naomi discussed the implications of the review with Dr Mike Rowe, Senior Lecturer in Public Sector Management at the University of Liverpool, and Ch. Supt Darren Adams, Chief Superintendent (Area Commander) for South Tyneside at Northumbria Police.
